"The British authorities at Hong Kong will make available to Chinese authorities airfield and port facilities for staging troop movements in redeployment of Chinese forces for occupation of Japan, Formosa or points on coast of China and Manchuria. be many demands for the available facilities; the responsibility for allocating priorities will rest with British authorities. All troops arriving in Hong Kong area will be self-supporting in food."

"Should any conflict of requirements in consonance with General Order No.1 of Supreme Commander for Allied Powers arise in connection with paragraph 4(c), (d), (f) above the question will be referred to the Supreme Commander för Allied Powers for decision."
